Blue Ventures is a marine conservation organization that puts people first. We support coastal fishers in remote and rural communities to rebuild fisheries, restore ocean life and build lasting pathways to prosperity. Our work began two decades ago in Madagascar’s remote coastal communities and is growing globally.
Across a dozen countries, we’re partnering with traditional fishers and community organizations to design, scale, strengthen and sustain fisheries management and conservation at the community level. We bring partners together in networks to advocate for reform, and share tools and best practices to support fishing communities across the globe.
Summary job description
The Technical Office oversees Blue Ventures’ programme pillars, namely Secure Rights, Community-Based Fisheries Management, Food Security, and Financial Inclusion, with Community Data at its heart. We support the use of data for decision-making, providing tools, training, and guidance to partners and Blue Ventures’ staff around the world. This team integrates expertise and experience with practicality and a desire to enable others to deliver lasting change by distilling global best practices and knowledge into usable tools, appropriate training, and responsive guidance and support. The team is also responsible for delivering online, in-person peer learning exchanges and knowledge-sharing events across the organisation, in addition to overseeing technical publications.
We are currently recruiting a Fisheries Management Officer to support our efforts in assisting local partner organisations in the Philippines. The role will entail providing technical assistance to partner organisations involved in community-based fisheries management and sharing technical and marine resource management experiences. Reporting to the Data for Decision-Making Manager (Asia-Pacific), this is a full-time role based in Negros Oriental, with regular travel to work closely with colleagues, partners, field teams, and communities.
The Fisheries Management Officer will provide training and technical support to local partners related to understanding data, community feedback, and fisheries management plan development. It includes supporting technical learning exchanges and developing training tools and guidance, such as training plans, tools, and documentation of best practices.
Additional responsibilities will include reviewing partner organisations' work plans and reports, supporting scoping visits, onboarding partners, and working with partner organisations and colleagues in Blue Ventures to plan community exchanges to share learning and best practices in tropical small-scale fisheries management and locally-led marine conservation.

The Fisheries Management Officer will work alongside an existing Regional Technical Team, which will provide training, mentoring, and support for the duration of the role.
The successful candidate will be a motivated, proactive, highly organised individual who enjoys independent working while coordinating with other Technical Office colleagues. You will have an excellent knowledge of the small-scale fisheries, marine conservation, and development sectors in the Philippines. You will have a proven track record of facilitating community training and excellent communication skills. Practical experience of community-based fisheries management, conservation, and development initiatives in the Philippines will be critical to the role.
