Blue Ventures is a marine conservation organization that puts people first. We support coastal fishers in remote and rural communities to rebuild fisheries, restore ocean life and build lasting pathways to prosperity. Our work began two decades ago in Madagascar’s remote coastal communities and is growing globally.

Across a dozen countries, we’re partnering with traditional fishers and community organizations to design, scale, strengthen and sustain fisheries management and conservation at the community level. We bring partners together in networks to advocate for reform, and share tools and best practices to support fishing communities across the globe.

Summary job description

We are currently seeking a policy and advocacy specialist to assist the Blue Ventures team, partners, and local communities in establishing guidelines for legal pathways that secure rights for implementing locally led marine areas (LMMA) in the Asia-Pacific region, particularly in Indonesia, the Philippines and Timor-Leste. This consultancy will specifically address community marine tenure rights and explore co-management strategies and legitimacy approaches for community-based marine management.

The expected outcome of the guideline is that the fisheries management plan is formally recognised by the government, using the guidelines as a reference.

The specialist will contribute their expertise in the following:

  • To review the existing laws.
  • Create detailed guidelines validating and supporting community-based marine management through co-management frameworks and other legal mechanisms.
  • To create detailed guidelines that facilitate acquiring legitimacy at the village level. This includes outlining the development of community group management bodies, village-level regulations, and midterm development plans.
  • To create detailed guidelines that facilitate acquiring legitimacy at the provincial and national levels.

Deliverables

  • Guideline on fisheries management body legality schemes
    • Through a formal legal entity according to private law (e.g., for Indonesia, an association/cooperative is legitimised through the Notary Act.)
    • Through entities formed according to public law (e.g., fisheries management groups or other management groups acknowledged by the government at the village, municipality, or national level),
  • Guideline on partnership scheme with provincial/national level authority
  • A guideline on the legality and partnership schemes for community surveillance groups (e.g., for Indonesia, Pokmaswas (Kelompok Masyarakat Pengawas/Community-based Surveillance Group).

Qualifications

  • Advanced degree (preferably a master's degree) in law or policy with a minimum of seven years of experience in marine and fisheries policy.
  • Proven policy, analytical and research skills.
  • Proven skills to facilitate policy dialogue and bring stakeholders together to achieve consensus in a complex policy decision forum.
  • Proven skills in developing policy papers and policy briefs in the marine and fisheries sector.

All bids should include both a technical and financial proposal, covering the following points:

Technical proposal:

  • A suitable plan of intended work, including milestones and deliverables.
  • Competencies (CVS) of the proposed individual/team.
  • A Gantt chart showing the estimated time required to complete milestones and deliverables.
  • Plan of engagement with relevant local fisheries, stakeholders, and experts

Financial proposal:

  • Financial figures of intended work in USD.
  • The budget for consultancy is 13,000 USD (including taxes).
