Position Overview
AMCC is seeking a full-time Fisheries Program Manager to lead the strategic development and execution of AMCC’s fisheries conservation program at the regional, statewide, and national levels. This is a senior-level position that reports to the Executive Director and exercises broad discretion in guiding AMCC’s fisheries policy priorities, strategies, and initiatives.
This role is well-suited for a candidate who brings deep fisheries policy expertise, strong strategic judgment, and the ability to operate independently in complex policy environments. The Fisheries Program Manager serves in dual roles as both a policy leader and an implementer, with significant responsibilities for shaping AMCC’s fisheries conservation work and translating organizational priorities into effective advocacy and policy outcomes. This position works closely with AMCC staff, contractors, board members, and allied organizations, and represents AMCC in high-level policy forums.
Key Responsibilities

Lead AMCC’s fisheries policy priorities and initiatives, developing and implementing campaign, administrative, and legal strategies

Advance AMCC’s effectiveness and progress on priority issues at the North Pacific Fishery Management Council (NPFMC)

Analyze NPFMC and agency documents, proposed rules, and regulatory actions; assess policy implications and provide strategic recommendations

Draft policy memoranda, position statements, and formal comment letters

Represent AMCC at NPFMC meetings by providing oral testimony and coordinating testimony and engagement for others

Build and maintain effective working relationships with NPFMC members, staff, Advisory Panel members, and other key positions

Maintain relationships with Congressional offices and participate in hearings, meetings, and events, including travel to Washington, DC

Support the development of legislative and policy language to advance AMCC’s and partners’ objectives

Track and advocate on national policy issues, as needed

Pursue strategic opportunities to achieve fisheries policy goals at the Board of Fisheries and through other methods

Develop and execute strategies to engage partners, Alaska Native organizations, coastal residents, and fishermen, including outreach, coordination, and mobilizing public comment and testimony

Assist Executive Director with fundraising efforts related to programmatic work, including grant development, reporting, and funder engagement
Qualifications and Requirements

5-7 years of experience in marine, fisheries, environmental policy, or related fields

2 years of experience advocating before the North Pacific Fishery Management Council

Demonstrated ability to analyze complex fishery management policies and regulations at the state, federal, and international levels

Extensive knowledge of Alaska fisheries issues, Alaska’s political landscape, and national fisheries politics

2 years of experience advocating in Washington, DC, including working with Alaska’s Congressional delegation and staff on legislative and regulatory issues

Demonstrated ability to build and sustain partnerships with diverse groups and constituencies in Alaska and nationally

Willingness and ability to travel frequently within Alaska and nationally

Commitment to contributing to a respectful, collaborative work environment and representing AMCC with professionalism, integrity, and a strong work ethic

Bachelor’s degree in a relevant field, or equivalent professional experience
